Warren County's older buildings and who inspects them
ACS 2023 five-year estimates put 17,453 of the county's 46,675 housing units — 37.4% — in 1959 or earlier. On stock that age a rebuild is not like-for-like: a code official can require the undamaged remainder torn down and the replacement brought fully current, and only ordinance or law pays the difference.
Who runs the permit desk is unusual here. NJ DCA's regional code-enforcement list shows its Northern Regional Office at Asbury administering the state construction code for nine Warren municipalities — Allamuchy, Blairstown and Greenwich townships among them — leaving thirteen of the county's 22 enforcing it locally. Two rentals a few miles apart can sit under different permit processes when a claim needs one.
What the Delaware does to Warren County rentals
The National Weather Service's Middle Atlantic River Forecast Center puts flood stage at the Belvidere gauge at 22 feet, with historic crests of 30.21 feet on August 19, 1955 and 27.22 feet on April 4, 2005. The Delaware River Basin Commission's account of the January 1996 event records that at Belvidere the river rose over six feet in less than thirty minutes.
That history is mapped onto buildings. The DRBC's analysis of FEMA flood claims from January 1, 1978 through August 31, 2006 names repetitive-loss properties in thirteen Warren municipalities, Phillipsburg, Hackettstown and Belvidere among them, and the county drew Individual Assistance under the Ida declaration in September 2021. None of that sits inside a dwelling-fire policy, so flood is quoted separately and the rent-loss wording checked inside it.
Rent-controlled buildings in Warren County
The NJ Department of Community Affairs' 2026 Rent Control Survey lists two of the county's 22 municipalities with an ordinance. On that 2026 survey Lopatcong Township's applies from three units and caps annual increases at 3%, or 2.8% where the tenant provides their own heat; Phillipsburg Town's applies from a single unit, tying the annual increase to the Northeast CPI multiplied by 1.1 percent.
One clause there is worth reading twice: the survey records a waiver, permitted once a year, for documented extraordinary annual increases in utility or property insurance costs. In a rent-capped town that makes your insurance file part of the rent case, and argues for a placement you can document line by line. Multifamily is a minority here — 5,671 of 46,675 units, 12.1%, in buildings of five or more on ACS 2023 five-year data — and the buildings this reaches are few.
